Coal shipments out of central Queensland have ground to a complete halt after heavy rain from ex-tropical cyclone Debbie caused the closure of the Port of Gladstone.

A Port of Gladstone spokesperson told AAP the weather had progressively worsened and Maritime Safety Queensland decided to close the harbour on Thursday morning.

The region's other coal terminals - Abbot Point, Hay Point, Dalrymple Bay - have been locked down since the weekend and, while the weather has improved, damage is still being assessed.
